Re-election of Mr. Khalil Ould Errachid as President of the Chamber

This morning, Monday, August 16, 2021 in Laayoune, Khalil Ould Errachid of the Istiqlal party was unanimously elected president of the Chamber of Commerce, Industry and Services of the region of Laayoune-Sakia El Hamra.

The election process took place at the headquarters of the Chamber in Laayoune, and Khalil Ould Errachid of the Istiqlal party, who won the category of modern industry, was unanimously elected as President of the Chamber.

Sidi Khalil Ould Errachid was recommended by the 24 members of this chamber, elected during the election of members of professional chambers on August 6, during the election of the office of the Chamber of Commerce, Industry and Services of the region of Laayoune-Sakia El Hamra for the period 2021-2027.

Abai Lakhrif was elected first vice president, Al-Idrisi Al-Toubali second deputy, El Moussaoui Mohammed Mouloud third deputy, and Ahmed El Moussaoui fourth deputy, while Lakhrif Al-Mahfoud was elected treasurer, Ahmed Al-Boussati his deputy, Dada Mohammed Al-Aghdaf reporter, and Moufida Widad his deputy.

The work of constituting the office of the Chamber of Commerce, Industry and Services took place this morning, Monday, under the chairmanship of Tayeb Moussaoui, as the oldest, and Ms. Khaia Ould Errachid, as the youngest, in the presence of the representative of the local authority, and the Director of the Chamber of Commerce, Industry and Services Salah Fakkak

Before adjourning the meeting, the members of the Chamber of Commerce, Industry and Services of the region of Laayoune-Sakia El Hamra asked the rapporteur, Mohamed Al-Aghdaf Daddah, to read a letter of loyalty and dedication to King Mohammed VI.

This is the second time that Sidi Khalil Ould Errachid becomes president of the Chamber. The Istiqlal party, to which he belongs for twenty years, leads the Chamber of Commerce, Industry and Services of the region of Laayoune-Sakia El Hamra, which he assumed the presidency in the summer of 2001.

It should be noted that Law No. 08.19 regulating the status of chambers of commerce, industry and services, which was ratified by the government, grants broader powers regarding the tasks and competencies of the chambers, including transactions, as part of the advanced regionalization.

The new law stipulates the change in the method of forming the office and obtaining the positions. It also authorized those who benefit from it to receive financial compensation and stipulated the possibility of entering into a contractual framework with the council of the region as a partner in the implementation of the regional development plan.

This law also provided for the possibility of concluding partnership agreements with groups in order to implement a project or activity of common interest and also granted the chambers of commerce, industry and services the powers to conclude partnership agreements with government sectors and public institutions operating in the industry, commerce and services sector in order to provide their services at the regional level.

It also stipulates the revision of the composition and mode of election of the chambers’ offices (the list that obtains the majority of votes wins all the positions) with the reduction of the number of sessions of the general assembly from 3 to 2. The possibility of sending invitations to members by electronic means and the reduction of the deadlines of the second general assembly in case of lack of quorum in the first meeting of the general assembly.

It also stipulates the possibility of delegating part of the president’s powers to the regional director of the chamber and of appointing him or her as delegated authorizing officer.

The President of the Chamber of Commerce, Industry and Services and the members of its Bureau may, according to the law, obtain financial compensation in addition to the simplification of procedures related to acquisitions and transfers made by the Chamber.
